This text is a complete misrepresentation as it implies Mozilla is acting
as some type of certification authority. From the
"Badges/infrastructure-tech-docs":

*ISSUERS AND DISPLAYERS*
...
*Issuer badge systems are independent of the infrastructure - how you
assess work, decide who earns badges, issue badges within your site,
display badges within your site, etc. - that's all up to each issuer*
