[p2pu-webcraft] Apcelerator JS App Framework

Looks like it only took us until the second cycle to get someone proposing a
course on Appcelerator.

We've had some discussions about if this should be in SoW or not, and I
don't know the right answer.

For those who are unfamiliar, Appcelerator is a JS framework for building
mobile and desktop applications.
