we could incorporate it as a notification option but i think we should
create a more legit notification procedure first :). (right now it's
literally just a cron job which scrapes the html content of the study groups
listing page, and does a diff with the courses that existed the previous
day. https://gist.github.com/977559)
i didn't even know about the "new course announcement list"! what is going
to it now then, if there are no other notifications? :)
