We could send it to the new course announce list then maybe?

That way we're not updating the hardcoded admin email address.

Or we could roll it into the platform and let users select "new courses
created" announcement in the user profile area. Was going to move that
direction with "email me with new people with these tags or new courses with
these tags" type thing. Maybe.

It could be after the stopgap of cc'ing hardcoded peeps.
