[p2pu-webcraft] Please review: default decline message for non Webcraft courses and groups

Relatively regularly we receive group proposals  that don't fit within the
School of Webcraft topic guidelines.  That means that I have to politely
decline the group's involvement within Webcraft.

In this ticket on Lighthouse we're discussing the best way to go about this
process:

The default text that I'm proposing would be editable before sending so
would be modifiable for specific situations. Please let me know your
thoughts!

thanks for proposing a group for School of Webcraft presented by Mozilla
Foundation in partnership with P2PU.

Unfortunately, the topic you've suggested is not suitable to be featured in
our school as it does not have a focus on open and standards based web
development. However we encourage you to continue to run your topic within
the general P2PU environment.

The focus on open web development is part of the goals described in the
School of Webcraft charter. Together with Mozilla Foundation, we believe
that open and standards based web development is core to building a web that
is beneficial and accessible to all. You can read our charter and find out
more about Mozilla's goals here.

If you'd like to find out about open technologies that offer alternatives to
your proposed topic, please let the community of School of Webcraft know and
we'll do our best to suggest alternative topics you can learn.
