You may have that many entries in a table in your db but the bulk of them
are probably  from drive by spam registrations to the old Drupal site when
those accounts were later imported into the Lernata platform.

Various searches and scans of the Lernata site don't reveal this many
visible users nor is there activity on the site reflective of that many
users. Even a crude search of Google for member pages reveals 2200 hits
(including false positives):

I don't mean to be pessimistic but you don't need access to the database to
estimating the size of the membership - you can calculate the number of
users based on various sampling calculations. The "1000 members" is probably
much more accurate than "21000".
