I think you have to remaster the audio for each language and serve different
<video> containers (or use subtitles). This attempt to play multiple audio
sources has synchronization problems:

Video can contain multiple audio tracks but I don't think any browser's
<video> API can play a selected audio track. I have been reading Silvia
Pfeiffer's The Definitive Guide to HTML5 Video and I don't see this
capability demonstrated.

creating and editing is so time consuming I would not put the time into
doing it ahead of having a developed curriculum and support for sharing code
examples. In any event the web made movies / popcorn course if it gets some
momentum may be a good way to experiment with these video delivery ideas.
