[p2pu-dev] Closing badges.p2pu.org

[Stian Håklev]

Is it necessary to keep this website around any longer? Or at least, if we
want to keep the content (not sure how valuable), perhaps at least close it
for writing. Currently it's still possible to post new questions etc, and
there's already one spam question there.
