[p2pu-dev] requirements compiled.txt not needed anymore?

The dependencies there are usually easier to install directly on the
pc (with apt-get or similar tool depending on the operating system).
They are listed on the setup docs at the begining (python-imaging,
myswl or sqllite, ...).
