[p2pu-dev] Problem with first lernanta dev environment

Try to edit the signup on the study groups. It needs to be either
non-moderated signup or moderated signup. It can't be closed signup if you
want it to appear by default on the learn page (unless you pass
closed_signup=on on the query string).
