[p2pu-dev] making it easier for users to log bugs

We could add another "type" of discussion called "bug report" so when a
user comes to the help site they have the choice to post a question,
problem, suggestion, or a bug.

We can then change the "Found a bug" link to point to that form on
help.p2pu.org.

I don't think that adding the tender widget will make things much simpler
