[p2pu-dev] users migration: full import/delete vs. notify/import on demand

To continue to support on demand migration means that we'll have to maintain
the previous user system indefinitely. Ideally we can move all of the
accounts to the new site and set the old site to read only mode. If anything
ever happens to the old site, I would hate to lose the opportunity to
migrate people.
