[p2pu-dev] email notification for creation of study groups

I've seen a few people ask for notification of new courses/groups. Is there
a way we could implement a "hack" for Ali (doesn't need to be very nice -
just to make sure she can keep track)? Alternatively, if there is a way to
get this information from the django admin interface, that could also work
for now.
I believe there is a lighthouse ticket already for a more robust
implementation.

Also, I would love an email like Jessica's recommendation to go out, but in
return I'd LOVE to receive notifications about new study groups being
created first. I like to personalize emails to new organizers sometimes if I
see something particularly interesting/notable right away.
