The current process for these decisions looks roughly like this.

* Discussion of a new feature, a change, an idea, takes place on dev
and/or community list
* Based on the discussion, someone puts forward a concrete proposal to
make a change/addition to the web-site
* There is a grace period of a few days for everyone to give input
* If there are no serious reservations, the proposal is accepted, then:
-> If the person who proposed it, has the ability to build it, they go
ahead and do that (and Zuzel reviews/merges into production)
-> If the person who proposed it, cannot build it, it goes into the
priorities queue, which Zuzel manages in consultation with me

The first footer design was great. Would love to see that returning.
