[p2pu-dev] migration: should we already be redirecting new course creation from p2pu.org to new.p2pu.org?

Ali: Please ask on the community list if it would be a problem for
anyone if we disabled the creation of NEW courses (but everything else
remains functional) on www.p2pu.org

Zuzel: Please speak to Charles about the implementation so that we are
ready to turn this on when the discussion has run its course. It's not
just disabling the feature, but we will also need to make sure that
everywhere people might expect to create a course, we provide them
with a short blurb that explains why it's not possible anymore, and a
link to the new site.
