[p2pu-dev] migration: should we already be redirecting new course creation from p2pu.org to new.p2pu.org?

Ali mentioned that she's already encouraging creators of new courses to set
up groups on new.p2pu.org.

Perhaps it would be easiest for everyone if we choose to prevent new course
creation on the current site already and redirect people to
http://new.p2pu.org/en/groups/create/ and do this sooner rather then later?
