[p2pu-dev] rewrite url for courses whose name has changed

I think the new way (committed to source, but not to the running version
yet) is a URL with a unique ID and a long name, lke
new.p2pu.org/en-US/34034/mathematics-on-computers. That way we can change
the name easily, without breaking URLs, and we won't have a problem with
name collisions when we run courses again and again, etc.
