[p2pu-dev] Should we be recommending Profile tags as the main way to suggest course ideas?

Whatever tagging solution is chosen it's important to show whether courses
exist for that tag and if not, to prompt users to create a course / sign up
for a notification when a course is created by someone else
If no courses exist
"No courses currently exist for this tag. To be the first person to create a
related study group or task click here:"
or "Sign up to be notified when courses matching this tag are created"
