Yes, it is a bug.

The fix requires to calculate in which page the comment is displayed
so links like:

http://p2pu.org/en/groups/introduction-to-contributing-to-lernata/content/task-two-create-development-environment/comment/775

redirect to:

http://p2pu.org/en/groups/introduction-to-contributing-to-lernata/content/task-two-create-development-environment/2/#775

instead of the current:

http://p2pu.org/en/groups/introduction-to-contributing-to-lernata/content/task-two-create-development-environment/#775

If nobody else grabs its ticket for release 1.1
