[p2pu-dev] IRC Channel and Group Registration

yep that will work we will just lose have to get laurian to remove the
logging bot and then re-add it. we'll probably lose use of that channel for
at least a day since people are all on different timezones.

maybe convene in #p2pu-temp in the meantime if/as necessary?
