That is the essence of the idea. If "task" is the generic container for
course member's work  (subsuming homework, assignment, quiz, project etc) or
an example from the course organizer (a "task" complete as soon as it is
created) then a URL field would be the primary information linking to an
external piece or work or resource. But there could be a need for other
fields of meta data to more fully define and administer the "task" and the
set of fields compromising a "task" might be different from course to course
or even between different "tasks" in the same course. Add searching,
tagging, versioning, updating, and commenting capabilities and you are good
to go.

There must be a plan with features and target estimates. How long would the
extra 20% take to deploy?
