if i understand correctly you essentially want a way to associate URLs
containing arbitrary content with tasks, which are in turn associated with
courses, is that right? this is definitely somethign we're all stoked about
having in the new platform. we talked a lot about that in barcelona-- in
particular about the importance of the flexibility of that way of doing
things (ie, not limiting the types of content contained at that url, thereby
letting courses work with whatever content types they need).

FWIW, 80% of that already exists within lernanta in its current state. ie,
we have "tasks", which are associated with courses, and we batucada already
had support for associating arbitrary urls with projects/courses (and the
associated activity stream machinery etc.). it's in the pipeline
to enable association of urls with specific tasks as opposed to just
courses, whcih shouldn't be too much work.
