[p2pu-dev] Editing and deleting of course material and forum posts

I've given authenticated users permission to edit and delete their own
documents and forum topics, and have added an 'edit' link to the links that
appear below a forum post/course material document. Course organisers should
now be able to delete and edit any forum posts and documents in their
courses via links at the bottom of these items.

Please let me know if there are inconsistencies or bugs.
