I definitely think that tasks are the appropriate chunks for translation,
and also agree that the groups shouldn't be bundled together, but able to be
connected and discoverable.

The ability to add tags to groups and tasks could be the first step to doing
this (eg. search all items tagged JavaScript (default to interface language,
but allow option to search amongst all other languages).

slightly related: Erin and I talked about different study groups being able
to adopt / build off other groups tasks but this can be done manually at the
moment anyway.
