[p2pu-dev] Migration date.

There is a ticket on lighthouse about this:

But it's just a ticket, at this point :)

Agreed about the banner, we'll need to work out a bit of a
marketing/notification plan about this too. Am happy to take the lead on
this, but I think we should be very sure of the dates before we send any
messages out there....
