[p2pu-dev] tracker motivation (Re: links in course edit view broken)

I'm all for anything that will make it easier not to have duplicates and to
find stuff.

I'll work on being better at tagging myself. I wasn't sure what the protocol
was for tagging but looks like it wouldn't hurt but help.

I usually just put every word I think might be searched for in the ticket
and try to spell things out again for searchability.
