More generally, the various ideas about how to deal with spam in
courses should probably be applied to the QA tracker.

In theory the RSS feed associated with the tracker could be monitored
for spam: I've made a mock-up for a generalised activity monitor
(http://metameso.org/~joe/p2pu.html), but it would need serious
enhancements to be useful.
