[p2pu-dev] wireframes of badge task/assessment

The main reason we've pushed the badge logic into a separate page is that
it's not fully fleshed out so we needed to compartmentalize it to continue.

We also toyed with the idea of having it in a pop-up, but don't we want to
expose them to all of the other people that are applying for the badge that
they can review as well?
