[p2pu-dev] New List

OSUOSL is maintaining for us and the huge spike in webcraft interest is what
motivated the move. We can't control subscribers to the Google Group very
easily (try to add 6k new people to the list).

There are a whole slew of changes in the works thanks to OSUOSL and this was
one that they could do quicker than the others.
