It can. People can start posting answers to the signup questions while
the group is open for signup (either moderated on non-moderated
signup). However groups need to go out of the under development status
to be listed on the Open for Signup setions of
http://p2pu.org/en/groups/ and schools. Under development, Not Listed,
and Archieved influence how much visibility the course gets on the
lists of groups/courses on p2pu.
