[p2pu-dev] Espanol!

For supporting versions of the same content in different languages we
at least need to provide a way to link them ... (wikipedia does a nice
job with this). For future releases we are planning to allow the
independence of content and study groups, so how the study groups are
formed will not affect the support for localizing content.
