[p2pu-dev] release 0.3

I will leave a note in the main description of lernanta dev with a
link to the roadmap on the wiki. The lernanta-dev study group is no
longer in use (not listed either). The study group "Introduction to
Contribution to Lernanta" will provide the starting point for new
developers, and the Help Desk is tailored for new users. About the
screencast, I just used record my desktop last time (no-audio), for
lernanta 1.0 we can prepare a fancy one.
